Your Excellency,

We, the undersigned members of the Police
Force of Hong Kong serving Your Excellency under the
command of our Honourable Commissioner of Police, Mr.
T.H. King, beg to submit the following petition for
your kind consideration, and we humbly pray that you
will overlook, and attribute to our inexperience, its
many faults and failings.

The commencing salary of the Hong Kong Police
officer is £190 per annum which increases by 5 annual
increments of £10 to £240 per annum. His salary remains
at that level until such time as he is promoted to the
rank of Police Sergeant, when he receives £260 which
increases by 7 annual increments to £350 per annum.
The Police officers who joined the Force in
1920 were promoted to the rank of Police Sergeant after
serving for 5 years. Since that time the period of
waiting for promotion to that rank has been increasing
year by year, and in the latest promotion to date the
officer had over 10 years' service. To such an extent
has this period of waiting been extended that, under
present conditions, an officer who joined the Force in
1930 cannot get promotion before he has served 12 to
13 years. For those who joined the Force in 1935 it
would be no exaggeration to say that their prospects
of promotion are nil until they have completed about
15 years' service. We submit that the maximum salary
of £240 per annum for such a long period is definitely
not a bright prospect for the young officer.

with us that the position we find ourselves in is one
deserving of consideration and will forgive us if we
draw up the following comparisons between our pay and
the pay of other Government Departments, the officers
